Under this call for proposals priority is given to the overall objectives of the European Parliament and Council Regulation (EC) n° 1568/2003:(a) optimise the impact of existing interventions, services and commodities targeted at the major communicable diseases affecting the poorest populations;
(b) increase the affordability of key pharmaceuticals as well as diagnostics for HIV/AIDS, tuberculosis and malaria;
(c) increase research and development, including vaccines, microbicides and innovative treatments.

Any grant awarded under this programme must fall between the following minimum and maximum amounts:• minimum amount: EUR 2 millions.
• maximum amount: EUR 5 millions.
In addition, no grant may exceed 90 % of the total eligible costs of the action.

In order to be eligible for a grant, applicants must:• be non-profit-making legal persons; and
• belong to one of the following categories:
- local communities, NGOs, community-based organisations and other non-for-profit natural and legal persons from the private sector;
- international organisations, such as the United Nations and its agencies, as well as development banks, financial institutions, global initiatives, international public/private partnerships;
- research institutes and universities; and
• have their headquarters in the European Union in one of the future Member states or in one of the beneficiary countries (see point 2.1.3); and
• be directly responsible for the preparation and management of the action, not acting as an intermediary;

The present call for proposal will address the following 3 main themes for the types of actions presented hereunder:I. Technology transfer, leading to local production of affordable key pharmaceuticals and commodities in prevention, treatment and care of HIV/AIDS, malaria and tuberculosis, including but not necessarily limited to:
• Male and female condoms linked to a social marketing approach aimed at increased condom usage, especially by those with unstable partners, and reduced transmission and prevalence rates in the most vulnerable groups.
• Long lasting insecticide treated bed nets linked to a social marketing approach aimed at increased coverage of children less than 5 years old and pregnant women.
II. Strengthened prevention within the framework of comprehensive prevention, treatment and care strategies directed at the poorest and most vulnerable populations, including one or more of the following elements:
• Initiatives which, in conformity with the principles of the Cario agenda, aim to change sexual behaviour, to prevent mother-to-child transmission (MTCT) of HIV, and to provide appropriate treatment and care for people living with HIV/AIDS in poor and/or marginalised populations. Such initiatives should be linked to increased uptake of Voluntary Counselling and Testing for HIV (VCT), treatment of sexually transmitted infections, and open dialogue on sexual and reproductive health and rights within the family and the community. Provision of relevant commodities, including antiretroviral drugs (to be used in accordance with
national guidelines where these exist) may be included where appropriate.
• Initiatives which aim to increase the coverage of intermittent preventive treatment of pregnant women for malaria, the access and use of long lasting insecticide treated nets (ITNs) for children under 5 and pregnant women linked to increased access to effective malaria treatment (including artemisin combination therapies).
• Initiatives aimed at increasing detection rates of active tuberculosis cases and DOTS adherence rates.
III. Support to clinical trials sites selected by the EDCTP programme and to the populations living in areas concerned by these trials1, to allow them to participate in clinical trials selected by the EC, in particular:
• Infrastructural support to adapt clinical research and laboratory facilities in clinical trials’ sites that are selected or participate in EDCTP-funded clinical trials.
• Support for preparatory studies providing local epidemiological background data required for the conduct of EDCTP-funded clinical trials.
• Provisions for ensuring quality, essential health service cover for the populations concerned by actions supported by the EDCTP programme.
The following types of action are not eligible:
• individual sponsorships for participation in workshops, seminars, conferences, congresses;
• individual scholarships for studies or training courses;
• actions which include proselytism activities;
• single conferences. Conferences can be financed from the grant only if they fall under a broader work programme to be implemented during the lifetime of the action. To this end, preparatory activities for a conference and the publication of the acts of a conference do not constitute in themselves "broader activities".
To be eligible under the call for proposals, costs must:
– be necessary for carrying out the action, be provided for in the contract annexed to these Guidelines and comply with the principles of sound financial management, in particular value for money and cost-effectiveness;
– have actually been incurred by the beneficiaries or their partners during the implementing period for the action as defined in Article 2 of the Specific Conditions, whatever the time of actual disbursement by the Beneficiary or a partner; this does not affect the eligibility of final audit costs;
– be recorded in the Beneficiary's or the Beneficiary's partners' accounts or tax documents, be identifiable and verifiable, and be backed by originals of supporting documents.
Subject to those conditions and where relevant to the contract-award procedures being respected, eligible direct costs include:
– the cost of staff assigned to the action, corresponding to actual salaries plus social security charges and other remuneration-related costs; salaries and costs must not exceed those normally borne by the Beneficiary or his partners, as the case may be;
– travel and subsistence costs for staff taking part in the action, provided they do not exceed those normally borne by the Beneficiary or his partners, as the case may be; any flat-rate reimbursement must not exceed the scales approved annually by the European Commission;
– the cost of purchasing equipment (new or used) and services, provided they correspond to market rates;
– the cost of consumables and supplies;
– subcontracting expenditure;
– costs arising directly from the requirements of the contract (dissemination of information, evaluation specific to the action, audit, translation, printing, insurance, etc.) including financial service costs (in particular the cost of transfers and financial guarantees).
